Authentication bypass in Oracle Net Services 19.3 through 19.31, 21.3 through 21.22, and 23.4.0 through 23.26.2 allows remote attackers to read data. Oracle identifies the affected locus as Connection Manager but has not published the request-processing error that permits unauthenticated access. Network access over Oracle Net requires no credentials or user interaction and exposes critical data while allowing a hang or repeatable service crash.
