Partial service interruption via XBM regex backtracking

Resource consumption in Oracle Java SE and GraalVM 2D allows remote attackers to cause a partial service interruption via crafted XBM data. The XbmImageDecoder matchRegex performs excessive backtracking when an XBM input contains a long string without a closing character. Reachability requires a service to pass attacker-controlled XBM data into the 2D API or a sandboxed Java client to run untrusted code; the bounded consequence is partial service interruption.
