Improper access control in Oracle Public Sector Payroll 12.2.3 through 12.2.15 allows remote authenticated users to take over the application. Oracle has not published the flawed Internal Operations locus or the operation it performs incorrectly on HTTP input. High-privileged application access and network reachability over HTTP are required; successful exploitation grants control over payroll confidentiality, integrity, and availability.
