Improper access control in Oracle Cost Management 12.2.3 through 12.2.15 allows remote authenticated users to take over the product via HTTP. Oracle has not disclosed the affected Cost Maintenance code path or the access-control operation it performs incorrectly. A low-privileged account is required, and Oracle describes exploitation as difficult; success grants complete control of Cost Management.
