Improper access control in Oracle Enterprise Manager Base Platform 13.5 and 24.1 allows remote authenticated users to alter data via HTTPS. Oracle has not disclosed the affected function or the access-control operation in the Install component that mishandles HTTPS requests. High-privileged credentials are required; exploitation permits limited data reads, arbitrary changes to critical accessible data, and repeated service hangs or crashes, with effects extending to other products.
