Oracle Database Server 23.4.0 through 23.26.2 allows remote attackers to take over Net Service through unauthenticated TLS access. Oracle has not published the vulnerable operation or the nature of the flaw in Net Service's TLS processing. Exploitation requires a difficult network attack over TLS; successful attacks compromise Net Service and can affect products beyond its security scope.
