Cross-tenant command execution via vacuous authorization check

Authorization bypass in Nezha Monitoring 1.4.0 through 2.0.7 allows remote authenticated users to execute commands across monitored servers. The cron route uses commonHandler instead of adminHandler, while an empty Servers list passes the ownership loop and CronCoverAll selects the global ServerShared map. RoleMember access is sufficient; each selected agent executes the supplied Command, and its output is delivered through the member's notification webhook.
