Memory exhaustion via unbounded formatter memoisation

Resource exhaustion in Twig Intl Extra before 3.26.0 allows remote authenticated users to consume memory by varying formatter arguments. IntlExtension caches each IntlDateFormatter and NumberFormatter under hashes of locale, pattern, attributes, and other filter arguments without a size limit or eviction. Long-running workers remain exposed when an authenticated template author can supply many distinct argument values, pinning ICU allocations beyond PHP memory_limit for the Twig Environment lifetime.
