Unauthenticated function invocation via public internal route

Missing authorization in Fission before 1.23.0 allows remote attackers to invoke functions through the public router without an HTTPTrigger. The router registers /fission-function/ and /fission-function// for every Function object on the public listener without checking for a corresponding trigger. Reachability to port 8888 and knowledge or discovery of a function name are sufficient to bypass host, path, and method restrictions, including across tenants.
