Authenticated destination deletion via skipped ACL check

Improper authorization in Apache ActiveMQ before 5.19.7 and 6.0.0 through 6.2.5 allows remote authenticated users to delete destinations. AuthorizationBroker reused its destination-administration helper for removal; that helper returned success whenever the destination already existed, bypassing its ACL check. A connection authenticated to a multi-user Classic broker can therefore delete queues or topics it lacks administration rights for, interrupting message delivery and processing.
