Service interruption via unbounded PackBits expansion

Resource exhaustion in golang.org/x/image/tiff before 0.41.0 allows remote attackers to interrupt services via crafted TIFF images. The Decode path calls unpackBits without bounding PackBits expansion against encoded size, so compact input drives disproportionate decompression. Exploitation requires a consuming application to pass an attacker-controlled TIFF to Decode and affects availability without reported data access or modification.
