Service interruption via off-by-one JP2 option write

Heap buffer overwrite in ImageMagick before 6.9.13-48 and 7.1.2-23 allows local users to interrupt JP2 encoding via crafted options. WriteJP2Image in coders/jp2.c parses comma-separated quality and compression values into fixed-size tcp_distoratio and tcp_rates arrays, but its loop bound permits one write beyond an array. The user must be able to invoke a local ImageMagick process with the affected JP2 options; the published impact is limited to reduced availability.
