Credential disclosure and mutation execution via read-tier authorization

Missing authorization in Frogman before 1.6.3 allows remote authenticated users with read-tier access to obtain secrets and run saved queries. Eight tool handlers inherit PERM_READ instead of requiring PERM_ADMIN; one also returns raw AMI endpoint output, and fm_run_saved_query does not distinguish queries from mutations. A read-tier API token or non-admin web-console account therefore exposes PBX credentials, call data, routing details, and any mutation stored as a saved query.
