Local file disclosure via insecure carve directories

Insecure temporary carve directories in osquery before 5.23.1 allow local users to read in-progress file-carve contents. Carver::createPaths used ordinary platform directory creation for the temporary carve store without restricting access to its owner. File carving is disabled by default; when enabled, carving an attacker-controlled directory exposes arbitrary local files until cleanup.
