Arbitrary file write via output path traversal

Path traversal in Compliance-trestle before 3.12.2 and 4.0.3 allows local users to overwrite files via the -o or --output argument. In trestle/core/commands/author/jinja.py, trestle author jinja joins the user-supplied output path to the workspace root and writes the result without rejecting ../, ..\, or absolute paths. Exploitation is local and runs with the privileges of whoever executes trestle, but default use can overwrite repository hooks, workflow files, or other user-writable configuration files.
