Memory exhaustion via unbounded nested fragment buffers

Denial of service in Netty 4.1.134.Final and earlier and 4.2.0.Final through 4.2.14.Final allows remote attackers to exhaust memory. SctpMessageCompletionHandler repeatedly wraps each incomplete fragment and its prior accumulator in a new CompositeByteBuf without limiting fragments, bytes, or stream identifiers. An SCTP peer can withhold the complete flag and send tiny fragments until recursive buffer chains consume resources and interrupt the hosting application.
