Local denial of service via exclusive policy open

Denial of service in Linux Kernel before 7.0.7 allows local users to block other processes from reading the SELinux policy file. The selinuxfs policy-open path uses a global policy_opened flag to permit only one open file descriptor, so a process can hold it indefinitely. Low-privileged local access to /sys/fs/selinux/policy is required, and the resulting interruption is limited to policy readers.
