System hang via interrupt-reentrant spinlock deadlock

Race condition in Linux Kernel 6.18 allows local users to hang affected PowerPC pseries systems through papr-hvpipe operations. The ioctl and release paths take hvpipe_src_list_lock without disabling local interrupts, so a same-CPU message interrupt re-enters the lock and deadlocks. The papr-hvpipe device is specific to supported pseries firmware and defaults to mode 0600, making root access necessary to reach the system-wide hang.
