Local crash via missing runtime PM disable

Denial of service in Linux Kernel 4.18 through 7.1-rc2 allows local users to crash the system during virtual-device detachment. genpd_dev_pm_detach() omits pm_runtime_disable(), leaving runtime PM enabled before genpd_runtime_suspend() accesses detached state. The path requires a virtual device attached through genpd_dev_pm_attach_by_id(); the bounded result is a NULL-pointer crash or a stale performance-state vote.
