Local system crash via uninitialized SP804 timer

Use of an uninitialized resource in Linux Kernel 6.19 through 6.19.3 allows local users to crash ARM32 systems using SP804 timers. sp804_register_delay_timer registers a delay timer even when sched_clkevt was not initialized because SP804 was not selected as sched_clock, so read_current_timer dereferences sched_clkevt->value. The path requires an ARM32 platform with an SP804 timer configured without SP804 as sched_clock; triggering it produces a kernel Oops and interrupts the system.
