Local service hang via deferred vport release

Improper locking in Linux Kernel Open vSwitch vport removal allows local users to hang tunnel-port deletion by removing a device. rtnl_unlock() enters netdev_run_todo() before call_rcu() schedules the deferred netdev_put(), so each side waits for a reference release that cannot occur. Reaching the flaw requires local low-privileged access and an affected Open vSwitch tunnel port; the bounded consequence is a self-deadlock during device removal.
