Service interruption via retained VLAN mapping tombstones

Memory leak in Linux Kernel before 7.0.7 allows local users to exhaust kernel memory via repeated VLAN egress QoS changes. vlan_dev_set_egress_priority() retains cleared egress-priority nodes as hash tombstones, so distinct set-and-clear cycles accumulate allocations until device teardown. The path requires permission to modify VLAN egress mappings; sustained distinct priorities can interrupt host service through memory exhaustion.
