Local service interruption via premature MSI-X teardown

Improper cleanup in Linux Kernel 6.16 through 6.18.26 and 6.19 through 7.0.3 allows local users to interrupt service during QAT probe failure. In drivers/crypto/intel/qat/qat_6xxx/adf_drv.c, adf_probe() returns after partial adf_dev_up() failure without calling adf_dev_down(), so devres releases MSI-X vectors while registered IRQ handlers remain attached. The condition requires an Intel QAT 6xxx device and a partially completed probe; the stale handlers leave warning-producing IRQ state and interrupt affected host operation.
