Local RAID5 I/O hang via stripe deadloop

Availability failure in Linux Kernel 6.18 through 6.18.13 and 6.19 through 6.19.3 allows local users to hang RAID5 I/O. Within drivers/md/raid5.c, need_this_block() omits the bitmap_ops->blocks_synced() test and returns zero while handle_stripe() repeatedly selects handle_stripe_fill(), leaving the stripe unprocessed. Low-privilege local access, a degraded RAID5 array with llbitmap, an unwritten bitmap state, and a new write are required; the deadloop stalls array I/O.
