TPM service interruption via unreleased locality

Resource leakage in the Linux Kernel TPM I2C Infineon driver allows local users to interrupt TPM service after a burst-count timeout. On that timeout path, tpm_tis_i2c_send returns the get_burstcount error without releasing the TPM locality acquired at entry. A local low-privilege user who can exercise the affected Infineon I2C TPM path can leave the locality held and block subsequent TPM operations.
