Network policy removal via unchecked BPF detach

Missing authorization in the Linux Kernel BPF subsystem allows local users to detach tcx or netkit programs through a local syscall. When no program fd is supplied, the BPF_PROG_DETACH path proceeds without checking CAP_NET_ADMIN or CAP_SYS_ADMIN before detaching the program. A basic local account and an existing tcx or netkit attachment are sufficient; repeated calls can remove network-policy programs, expose traffic, and interrupt connectivity.
