System hang via recursive PCI rescan locking

Deadlock in the PowerPC EEH subsystem in Linux Kernel allows local users to hang affected systems during PCI error recovery. eeh_handle_normal_event() holds pci_rescan_remove_lock while calling eeh_pe_bus_get(), which attempts to acquire the same mutex again. Exploitation requires local low-privilege access and a PowerPC system using EEH; the recursive acquisition can stall PCI error recovery and leave the system unresponsive.
