Cross-tenant data access via ignored resource scope

Incorrect authorization in ChromaDB 0.5.0 through 1.5.9 allows remote authenticated users to read or modify data across tenants. SimpleRBACAuthorizationProvider.authorize_or_raise checks only whether the user's action set contains the requested action and never reads the supplied tenant, database, or collection resource fields. Exploitation requires SimpleRBAC and a valid action permission; that permission then applies to the same action against resources outside the user's assigned tenant.
