Denial of service via super-linear percent decoding

Denial of service in Sam Verschueren decode-uri-component 0.1.0 through 0.4.1 allows remote attackers to block Node.js event loops. After decodeURIComponent rejects malformed input, decode() repeatedly splits percent tokens and recursively calls decodeComponents(), causing super-linear CPU work. Attacker-controlled encoded strings must reach the library through a consuming application; successful requests block that application's event loop and interrupt service.
