Cross-site backup disclosure via download path traversal

Path traversal in Discourse backup handling allows remote authenticated users to read another site's local backup files. The backup download handler accepts traversal-bearing request paths without confining resolution to the requesting site's local backup directory. Exploitation requires site-administrator privileges on one tenant of a multisite host, local backup storage, and another tenant's backup on that host; S3-backed deployments are unaffected.
