Service interruption via unchecked Lua allocations

Resource exhaustion in Suricata 8.0.0 through 8.0.4 allows remote attackers to interrupt service through a loaded Lua rule. The Lua sandbox's allocation accounting does not apply security.lua.max-bytes consistently when a rule requests new memory. Exposure requires Lua rules to be enabled and an affected script to be loaded; crafted traffic can then drive memory beyond the configured ceiling and interrupt the sensor.
