Service interruption via mixed-case frame rule parsing

Heap-based buffer overflow in Suricata before 7.0.16 and 8.0.0 through 8.0.4 allows local users to interrupt service via crafted rules. The detection engine's frame-rule parser mishandles letter case in frame syntax during signature construction, causing a write beyond an allocated heap buffer. The flaw is reached only when Suricata loads an attacker-influenced ruleset; network traffic alone does not trigger it, and the documented impact is limited to availability.
