Authenticated config access bypass via array index normalization

Incorrect authorization in Caddy 2.4.0 through 2.11.2 allows remote authenticated users to read and modify unauthorized config objects. The remote-admin path check accepts routes/01 as a textual prefix match for an allowed routes/0 path, while /config parses 01 numerically as array index 1. A delegated client certificate limited to one array element can therefore inspect or alter another element in the same configuration array.
