JVM crashes via retained TLS queue keys

Resource exhaustion in OpenTelemetry eBPF Instrumentation before 0.9.0 allows local users to crash instrumented JVMs via repeated TLS churn. CappedConcurrentHashMap.remove() deletes each key from the live map but leaves it in the insertion-order queue, while eviction checks only the live-map size. Reachability requires OBI Java TLS instrumentation and repeated connection setup and teardown; retained queue nodes eventually cause long garbage-collection pauses or OutOfMemoryError.
