CPU exhaustion via uncapped probe-hit replay

Resource exhaustion in OpenTelemetry eBPF Instrumentation before 0.9.0 allows remote attackers to consume agent CPU via instrumented traffic. The pkg/export/prom/prom_bpf.go exporter derives an uncapped run-count delta, then calls BpfProbeLatency once for every recorded probe hit. The issue requires BPF internal metrics and a busy traced workload; sustained probe activity can monopolize exporter CPU at each collection interval.
