Authenticated code execution via missing feature-gate check

Incorrect authorization in Open WebUI before 0.8.12 allows remote authenticated users to execute Python code through Jupyter. The /api/v1/utils/code/execute handler forwards submitted code to Jupyter without checking the ENABLE_CODE_EXECUTION setting. Any verified account can read files, spawn processes, and reach internal services from the Jupyter container when an administrator has disabled code execution.
