Service interruption via unchecked MNG frame decoding

Resource exhaustion in ImageMagick 6 before 6.9.13-47 and 7 before 7.1.2-22 allows remote attackers to interrupt service via crafted MNG images. The MNG decoder appends embedded images without checking the configured list-length policy, so a file can drive decoding beyond the administrator-set frame ceiling. Exposure requires an application to pass attacker-controlled MNG data to ImageMagick; the resulting excess image processing consumes CPU and memory.
