Unauthenticated endpoint access via URL substring check

Authentication bypass in Roxy-WI 8.2.6.4 and earlier allows remote attackers to reach protected web handlers through crafted request URLs. The global before_request hook in app/login.py skips login enforcement whenever the full request URL contains the api substring, while /api/gpt lacks its own authentication decorator. An unauthenticated call can consume operator GPT quota and send the stored license in an outbound request; independently decorated API routes remain protected.
