Authenticated monitoring interruption via unchecked agent action

Missing authorization in Roxy-WI 8.2.6.4 and earlier allows remote authenticated users to stop monitoring agents on managed servers. The agent_action handler accepts a caller-supplied server_ip after JWT authentication but performs no role or group-ownership check before using stored SSH credentials to run systemctl as root. Any account, including the guest role, can interrupt SMON reporting across tenants when the named host has the agent installed.
