Message disclosure and forgery via discarded AES-OCB IV

Missing IV setup in OpenSSL AES-OCB allows remote attackers to decrypt or forge messages through affected applications using EVP_Cipher(). The aes_ocb_cipher function processes data without applying the buffered caller IV, so every operation begins with a zero effective nonce and finalization clears the accumulated plaintext checksum. Exposure requires an application to use AES-OCB through the one-shot EVP_Cipher() path; libssl, streaming AEAD calls, and FIPS modules are unaffected.
