Census record corruption via missing authorization

Improper authorization in Decidim before 0.30.9, 0.31.0.rc1 through 0.31.4, and 0.32.0.rc1 allows remote authenticated users to alter census data. The CSV census controller renders and mutates Decidim::Verifications::CsvDatum through record-management actions without enforcing full-administrator permission. Participant-manager access is required; exploitation can create, change, or delete verification data used by authorization workflows.
