Authenticated command execution via unquoted app name

OS command injection in Dokku before 0.38.2 allows remote authenticated users with push access to execute commands as the dokku user. fn-git-create-hook() writes the attacker-controlled app name into an unquoted Bash heredoc, so shell metacharacters become hook commands. A Git push is required, and successful exploitation runs arbitrary host commands with the privileges of the dokku account on every installation.
