Local Git credential disclosure via premature file creation

Credential exposure in Dokku before 0.38.2 allows local users to read Git credentials from a world-readable .netrc file. The git:auth command first runs touch on $DOKKU_ROOT/.netrc, applying mode 0644 before the netrc utility can establish mode 0600. Exploitation requires local host access, a traversable Dokku home directory, and prior use of git:auth to store credentials; the consequence is limited to credential disclosure.
