Host command execution via unescaped include filenames

Command injection in Dokku before 0.38.2 allows remote authenticated users to execute commands on the host during application deployment. The openresty-vhosts plugin places unescaped include filenames inside a single-quoted shell string that eval reparses, so a quote can introduce command substitution. Exploitation requires Dokku push access, an application configured for the OpenResty proxy, a malicious include filename, and a subsequent deploy; commands run as the dokku user.
