Arbitrary file write via tar symlink traversal

Archive extraction in Dokku before 0.38.2 allows remote authenticated users to write files as the dokku user via crafted archives. The git:from-archive and certs:add commands extract tar or zip members without rejecting unsafe paths or symlinks, and GNU tar follows an earlier symlink for later entries. Any Dokku user able to invoke either command can overwrite files writable by the dokku account, including authorized_keys for unrestricted shell access.
