Authenticated code execution via unauthorized tool update

Missing authorization in Open WebUI before 0.9.5 allows remote authenticated users to execute arbitrary server-side code through tool updates. The update_tools_by_id handler accepts replacement Python content after checking only tool-level write access, then passes that content to exec() without workspace.tools authorization. A regular user account and a write grant on one existing tool are required; successful exploitation runs Python with the server process's privileges.
