Service interruption via unchecked PPS tile geometry

Out-of-bounds read in libde265 before 1.0.19 allows context-dependent attackers to interrupt decoding via a crafted H.265 bitstream. decode_slice_unit_tiles derives ctbAddrRS from PPS-controlled tile boundaries and indexes CtbAddrRStoTS without validating the vector bound. Reachability requires worker threads and multiple tile entry points; the serial decoding path is unaffected.
