Identity-document disclosure via signed-link replay

Information disclosure in Decidim allows remote attackers to read scanned identity documents through reusable signed storage links. The verification admin UI renders Decidim::Authorization verification_attachment blobs with variant_url, exposing authorization-free Active Storage disk URLs. Identity-document verification must be enabled, and possession of an exposed URL grants access until its seven-day signature expires.
