Private export disclosure via reusable bearer links

Information disclosure in Decidim before 0.30.9, 0.31.0.rc1 through 0.31.4, and 0.32.0.rc1 allows attackers to read private exports. Decidim::DownloadYourDataController#download_file verifies the export owner, then redirects to a signed Active Storage blob URL that is not bound to that session. The owner must start the authenticated download and the bearer URL must leak through the redirect chain; replay needs no Decidim session and exposes only that export.
