Authenticated SQL injection via unsanitized similarity sorting

SQL injection in Decidim before 0.30.9, 0.31.0.rc1 through 0.31.4, and 0.32.0 release candidates allows remote authenticated users to infer data. The GET /admin/organization/users search interpolates params[:term] into raw Arel.sql ORDER BY similarity expressions before Rails receives the string for sanitization. Organization-administrator access and at least one matching search row are required; injected PostgreSQL timing expressions expose a blind oracle over data readable by the application role.
